Here is the way to enable it.
1. Incert Windows 8.1 Installation Disk
2.Open CMD.EXE with Administrative Privileges.
3.Run the following command
DISM /Online /Enable-Feature /FeatureName:NetFx3 /All /LimitAccess /Source:G:\sources\sxs
***here "G:"is the drive name and it may change according to your pc
4.After completing the installation of .NET Framework 3.5 you can see that the feature is enabled in settings
